The Institute for Fiscal Studies (IFS) believes
that the Government should increase taxes on
the self-employed and homeowners, as well as
on capital gains, to fund more spending on public
services and welfare. The IFS claims that lower
tax rates on income from capital, compared with
tax on employment, are distorting the labour
market by encouraging self-employment and have
led to people with similar earnings facing very
different tax bills.
