Revised
timetable for introduction of MTD. HM Treasury
has published a revised timetable for the introduction
of Making Tax Digital (MTD). This is in response
to criticism that the current timetable does
not allow sufficient time to ensure a smooth
transition to a digital tax system. Under the
revised timetable, firms with a turnover above
the VAT threshold will be required to keep digital
records for VAT purposes from 2019. Firms whose
turnover is under the VAT threshold will not
be required to keep digital records or submit
quarterly reports to HMRC until 2020 at the
earliest.
The
Treasury has also confirmed that a second Finance
Bill will be introduced in autumn 2017. It will
legislate for all of the measures dropped from
the Finance Act prior to the General Election

Reaction to Taylor Review of employment practices.
The FSB has called for guarantees that self-employed
workers will not be unfairly categorised as
'dependent contractors', following the publication
of the Taylor Review's final report on modern
employment practices. The report makes a range
of recommendations to tackle insecure work,
including redefining workers in the gig economy
as dependent contractors.
FSB
National Chairman, Mike Cherry, said: "Government
and Parliament must now protect the genuinely
self-employed from being dragged into a new
category of dependent contractors. Legislation
must not be so broadly drafted as to give ministers
the power to widen the net on a whim without
robust parliamentary oversight, in a way that
hurts the genuinely self-employed."
Many
employment law specialists have also warned
that introducing any new employment legislation
would be very difficult. Ruth Buchanan, employment
partner at Ashurst, said "the task is gargantuan",
adding: "there is a real risk that a Brexit-mired
parliament will not get to implement these changes

that Aldi and Sainsbury's treat their suppliers

charges and no compensation for supply forecasting
errors were identified as the biggest issues
