IR35 guidance for public bodies. http://www.contractoruk.com/news/0013088hmrc_updates_ir35_guidance_contractors_public_sector_clients.html
HMRC has issued updated guidance about its off-payroll
working rules in the public sector. Since 6
April 2017, responsibility for deciding whether
public authority contractors fall within the
scope of IR35 has moved to the public authority
in receipt of the contractor's services. The
guidance clarifies which public authorities
IR35 rules apply to, as well as their responsibilities.
Public authorities that must comply with IR35
rules include government departments, many companies
owned or controlled by the public sector, schools
and universities, local authorities and the
NHS. Excluded from the new rules are high street
retailers that supply the NHS such as pharmacies
and opticians. (EnterpriseQuest)

Reaction to Taylor Review of employment practices.
The FSB has called for guarantees that self-employed
workers will not be unfairly categorised as
'dependent contractors', following the publication
of the Taylor Review's final report on modern
employment practices. The report makes a range
of recommendations to tackle insecure work,
including redefining workers in the gig economy
as dependent contractors.
National Chairman, Mike Cherry, said: "Government
and Parliament must now protect the genuinely
self-employed from being dragged into a new
category of dependent contractors. Legislation
must not be so broadly drafted as to give ministers
the power to widen the net on a whim without
robust parliamentary oversight, in a way that
hurts the genuinely self-employed."
employment law specialists have also warned
that introducing any new employment legislation
would be very difficult. Ruth Buchanan, employment
partner at Ashurst, said "the task is gargantuan",
adding: "there is a real risk that a Brexit-mired
parliament will not get to implement these changes
for a number of years." (EnterpriseQuest)

rules to help micro-businesses with energy prices.
New rules from the Competition and Markets Authority
intended to protect micro-businesses from energy
overpricing have come into force. They require
energy suppliers to publish all price tariffs
available to micro-businesses, prohibit them
from charging micro-firms to terminate contracts
that have automatically rolled over and prevent
them from including 'no-exit' clauses in contracts.
They also require energy suppliers to inform
micro-businesses once they have been on a default
tariff for three years, and permit other energy
suppliers to provide information about their
own prices at this point. (EnterpriseQuest)

table reveals how supermarkets treat suppliers.
The Groceries Code Adjudicator has published
a league table ranking UK supermarkets by how
fairly they treat their suppliers. It has revealed
that Aldi and Sainsbury's treat their suppliers
most fairly, while Iceland and Asda are at the
bottom of the league. Late payments, unfair
charges and no compensation for supply forecasting
errors were identified as the biggest issues
facing suppliers. Nevertheless, the proportion
of suppliers having issues with supermarkets
fell for the fourth year in a row. Around 56%
of suppliers said they had experienced a problem
with a supermarket they supply in 2017, down
from 79% in 2014. (EnterpriseQuest)
