published a quick guide to claiming Universal
Credit as a self-employed person. Universal
Credit replaces Housing Benefit, Tax Credits
and other benefits for people on low incomes
and is being introduced in stages across the
UK. Anyone making a claim for Universal Credit
who is already self-employed must attend a Gateway
Interview to assess whether or not they are
in 'gainful' self-employment. This means that
their trade or occupation is their main form
of employment, is well-organised, and carried
out regularly with a view to making a profit.
Universal Credit payments are calculated on
the basis of an assumed minimum level of earnings
(the minimum income floor), unless the self-employed
person has been trading for under 12 months,
in which case payments will be calculated on
the person's earnings and treated as if they
were from PAYE employment.

New business start-up initiative announced.
A new initiative to provide intensive support
to start up firms in England has been announced
by the Deputy Prime Minister, Nick Clegg. The
Start and Grow initiative, will be funded for
two years via the Regional Growth Fund. The
initiative will provide mentoring, business
skills training, access to finance, and one-to-one
advice for new firms that have ambitions to
grow and create employment, but which are based
in areas where business start-up levels are
traditionally low. The initiative will be delivered
by the Cavendish Consortium, which comprises
six enterprise agencies, along with the National
Enterprise Network. The Consortium has already
helped create 10,000 jobs over the last three
years under the current Ready for Business programme.
