The Chartered Institute of Taxation (CIOT) has
warned that changes to the VAT Flat Rate Scheme
(FRS) will have unwelcome consequences
for some small business traders. Changes that
come into force from 1 April 2017 will require
FRS firms to determine if they meet the definition
of a limited cost trader (LCT). Those that meet
the LCT definition will be subject to a higher
VAT rate. HMRC has introduced the measure to
curb abuse of the FRS by traders that set up
two-employee companies to benefit from the scheme.
However, the CIOT claims that many compliant
small firms will see their VAT bill increase
and is urging HMRC to explore alternative ways

Royal Society of the Arts (RSA). In the report,

approach, which would see some self-employed

in return for greater social protections, such

payment and tax main burdens for freelancers.
Freelancers in the UK spend an average of 20
days each year chasing late payments, according
to research by IPSE (the Association of Independent

late payment costs freelancers an average of

of one day each year contacting HMRC and two
