The Government must overhaul the tax and welfare
systems if 'the right type of self-employment'
is to prosper, according to a report by the
Royal Society of the Arts (RSA). In the report,
the RSA makes a number of recommendations to
Government to improve the economic security
of the self-employed. In particular, the report
calls for a new 'rights and responsibilities'
approach, which would see some self-employed
workers pay higher National Insurance contributions
in return for greater social protections, such
as sick pay. The report also calls for cuts
to business rates and VAT, as well as more support
for self-employed workers to save into a pension.
