Agriculture:
Some good news for once. The government has
been heavily defeated in the Lords over a cross-party
move to guarantee high food standards post-Brexit.
Peers backed by a majority of 95 a change
to the Agriculture Bill aimed at blocking the
import of foodstuffs produced abroad at lower
animal welfare standards. Voting was 307 to
212 for an amendment requiring food products
imported under future trade deals to meet or
exceed domestic standards, to prevent U.K. farmers
from being undermined. When the bill gets
back to the House of Commons, MPs will have
to vote on whether to take the amendment out.
If they do, and that looks increasingly likely,
that would further limit a US/UK trade deal.
This Bill only goes to show what the Tories
have in mind, simply by passing it first time
around in the Commons and presenting it to the
Lords in the first place.
Deal
or No Deal: The U.K. is no longer concerned
the EU could block food exports if trade talks
fail. It appears both sides have agreed terms
and have moved on in the Brexit talks. EU chief
negotiator Michel Barnier told British negotiators
last week that it would have no issue getting
third country listing for food exports.
The negotiating teams have now closed round
8 round 9 next week is starting on a
more positive note. As it turns out, there are
still bottlenecks in getting a deal but
some rumours are emerging, for the first time
in ages, that a deal is now in sight
time will tell.
Banking:
JPMorgan is moving about $230 billion from the
U.K. to Frankfurt as a result of Brexit, a shift
that will make it one of the largest banks in
Germany. In January, the bank had also announced
its significant expansion into Paris as part
of plans to relocate some services from London
after Brexit. Brexit has now caused something
like $1trillion in cash and assets in the banking
industry to be moved from the UK to the EU in
preparedness for January 1st (source)

Tape: Some 51% of companies had not taken
any steps recommended by the government to prepare
for changes in the trade of goods, a new survey
showed, with little more than three months to
go before a shift in the terms of trade with
the European Union. Britain told businesses
on Wednesday to prepare for paperwork or face
100 km-long queues of lorries when the countrys
post-Brexit transition arrangement ends. Even
Reuters news agency reports that this had prompted
accusations that the government was setting
up the industry to take the blame for any chaos
from a botched Brexit (source).
Kent
Border: Brexit just keeps on serving up
gems. Michael Gove has had to admit for the
first time that police will now need to enforce
a need for trucks to have a Kent access
permit at what is really a de-facto border.
Gove said officers will use automatic number
plate recognition cameras and other means
to block drivers. Gove also admitted an expectation
of 7,000-long lorry queues and two-day delays
to cross the Channel. Just wait for the headlines
as police start arresting British truckers for
not having the permit. Many national papers
are reporting that furious hauliers said they
were being lined up to take the blame for the
looming disruption (source).
Gibraltar
Border: Another border now appears, this
time we are informed by the Deputy Chief Minister
of Gibraltar who explains how it will have to
erect new border restrictions against goods
coming from the UK in the event of no deal.
Trucks will need to go through and then return
through a border control post. In a rather bizarre
statement, the Minister accuses Spain of using
the border as a weapon probably
because it is ready, whereas Gibraltar and Britain
is not (source).
Rights
Bonfire: Stormont passes a motion telling
the government to implement the N.I. protocol

with its Internal Markets Bill. This, of course,
means that if it passes the government will
be breaching the principles of consent enshrined
in the Good Friday Agreement. Sinn Fiens

last week that they would be shutting down their
accounts after the UK leaves the EU at the start
of 2021. Most of the UKs high street
banks are plotting to unceremoniously abandon
their customers across Europe within weeks,

was reported Lloyds, Barclays and Coutts (Nat

Chancellor announces new business support measures
On
24 September, the Chancellor announced a package
of measures to protect jobs and support businesses
across the UK. The measures include:
Job
Support Scheme. Under the scheme, the Government
will contribute towards the wages of employees
who are working at least 33% of their usual
hours due to decreased demand. The scheme will
start on 1 November 2020 and run for six months.
Self-employment
Income Support Scheme (SEISS). Two additional
grant payments will be made under the SEISS.
The first grant worth up to £1,875 will
be paid to those currently eligible for SEISS
to cover the period from 1 November 2020 to
31 January 2021. The second grant will be available
for the period from February to the end of April
2021 and be dependent on business circumstance.
Tax
deferrals. Self-assessment tax payments
that were deferred from July 2020 and payments
due in January 2021 will not need to be paid
until January 2022. Businesses will also be
able to pay their VAT bill in 11 smaller instalments
during 2021/22 rather than in one lump sum at
the end of March 2021. The temporary 15% VAT
cut for the tourism and hospitality sectors
will also be extended until 31 March 2021.
Business
Loans. Under a Pay as You Grow repayment
system for the Bounce Back Loan Scheme the duration
of loans will be extended from six to ten years.
Interest-only periods and payment holidays will
also be available. Lenders will also be able
to extend the duration of the Coronavirus Business
Interruption Loan Scheme from six to ten years.
Applications for the coronavirus loan schemes
will be extended until the end of November 2020.

Gibraltar:
The Spanish government is pushing for Gibraltar
to join the passport-free Schengen zone after
the Brexit transition period, which Britain

to respond to the proposal in two to three weeks
time, according to EU officials. The idea is
part of Spains strategy of shared
responsibility with the U.K. over the

that 97 per cent of people in Gibraltar voted
Remain in 2016, and that means tailored solutions
should be found to allow Gibraltar to continue
to benefit from as many EU policies as possible,
with freedom of movement being one of the priorities.

are close to losing their passporting

Border trade plans for 1 January are unmanageable,
a leaked government document admits. A memo
warns of critical gaps in new IT
systems with just four months to go to
the end of the transition (source). In addition,
the government has just changed the law to grant
emergency planning permission for it to build
temporary [for up to 5 years] no
trade deal Brexit lorry parks in no less 29
council areas. It cites no space for infrastructure
and is urgently needed by year-end. If you think
that the pandemic was badly managed Brexit
and all of its complexities will be a real problem

What
Brexit?: The Institute for Government made
this statement two weeks ago The
government will not be able to conclude a large
number of trade agreements at speed and maintain
its much-prized regulatory autonomy after Brexit.
The report says prospective trading partners
are likely to tell the UK to change its standards
(downwards) if it wants a trade deal. The
importance of trade deals as a prize of
Brexit makes the UK particularly vulnerable
to such pressure. But even though it is now
negotiating four new trade agreements and 18
rollovers of existing EU deals (not
to mention a comprehensive agreement with the
EU itself), the government still lacks a firmly
agreed position on many of the issues it will
face. In other words the Brexiteers
still dont know what Brexit is with 17
weeks to go tick, tock

Standing
alone: It is a matter of fact that Britain
could soon end up with a no-deal Brexit on January
1st. If that happens, the UK will stand alone
as the only country in the world that has no
trade deal with its nearest neighbours, excepting
the odd failed state here and there of course
(source). The UK is unable to make a trade deal
with the three biggest trading economies in
the world namely the EU, China and USA because
they have different trading standards. So, you
have to pick one if you want to trade. The EU
is by far the easiest, its the biggest and were
already in it. When the difficulties of a no-deal
Brexit become apparent (source), the rejoin
movement will have all the evidence they need
to crush the Brexit movement but the
EU will not consider re-entry for decades. Where
does that leave Britain except more divided
and isolated.
Doomed:
If a typical free trade agreement
is struck with Brussels, the Office for Budget
Responsibility predicted a 5.2 per cent loss
of potential GDP over the next 15 years after
Brexit. This is in addition to the already lost
2 per cent of output since the 2016 referendum.
The OBR added that higher trade barriers would
mean imports and exports will be roughly 15
per cent lower after ten years, while overall
productivity already a problem in the
UK would also be lower. A study by the
United Nations earlier this year predicted that,
without a trade deal, the UKs post-Brexit
exports could decline by an eye-watering 14
per cent (source). All that without Covid-19
factored in.

scrapping plans to build a car plant in Wales,
and is reportedly looking to buy a factory in

of Brexit: It is almost impossible to calculate
but If you estimate what the UK will have paid
in net contributions to the EU by 2020, using
the latest figures from the Office for Budget
Responsibility on the financial settlement with
the EU, then it comes to around £222 billion
in real terms. But that is the total cost over
47 years (including rebates). Bloomberg Economics
puts the cost of Brexit at £170bn as at
January this year and £200bn by the year-end,
which only covers four and half years (source).
Whats
the point: Britain is attempting to strengthen
its weak negotiating position by waving its
£2.2trillion economy in front of America
and the EU in the hope that one blinks before
the other. The reality is that a real trade
deal with the USA is impossible to sign in 2020
(for all sorts of reasons) and the EU deal will
be Theresa Mays deal or no deal
both of which are terrible options. The least
worst deal is Mays deal with the Johnson
difference being the Irish backstop replaced
with the Northern Ireland Protocol, which means
Britain is in the same trading position as it
was before Brexit, but has no influence in the
EU (source). This then leads to the question
why bother in the first place?

Johnsons

this year when Cabinet Office Minister Michael
Gove told Parliament there would be additional
controls on goods moving between Britain and
Northern Ireland once the Brexit transition
period ends this year (source). To that end
the Government has insisted a £355
million package to help Northern Irelands
businesses navigate Brexit red tape is not an
admission of an Irish Sea border which
it is (source). In May this year the
UK government confirmed it will construct three
border posts at Northern Irish ports. This is
known to every country on planet earth as
a border (source).
Bannon
and Brexit: The US Senate Intelligence Committee
has sent a bipartisan letter to the Justice
Department asking federal prosecutors to investigate
Stephen K. Bannon, a former Trump confidant,
for potentially lying to lawmakers during its
investigation of Russian interference in the
2016 presidential election. Steve Bannon advised
Nigel Farage (source), Boris Johnson (source),
Vote Leave (source) along with tactics and strategies
for Brexit (source). The UKs Russia Report
was a whitewash when it came to reporting on
Brexit as MI5 decided it wasnt important

Food
prices: The Grocer Magazine is concerned
about the inevitability of rising food prices
as a direct result of Brexit. It rightly asks
the basic question how are billions in
additional tariffs, taxes and administration
costs going to be paid for if, in the end, its
not the consumer? Its very concerning
that with less than five months to go there
are still so few discussions between retailers
and suppliers on how the burden of customs and
tariffs will be shared? (source). Customs bills
alone are expected to cost £7bn each year
with reduced access to cheap European labour
and increased transport costs also needing to
be factored in. Price hikes are the harsh reality
of leaving the EU the trade body complained
(source). Just for info 7 billion divided
by the number of households in Britain puts
another £300 a year on the average food
bill.
Science

Britain in the specialist but important scientific
arena. I meet scientific colleagues around
the world and they just think that the UK has
turned away from collaborative science by looking
back on an imperial history that no longer exists.

Big
mouth BJ: Yes, its Johnsons
big mouth again that means trade deals in Africa
have basically ended up being a non-starter.
Having played down slavery and recommended a
new form of colonialism for the continent, Johnson
wrote in the Spectator (source) that: The
best fate for Africa would be if the old colonial
powers, or their citizens, scrambled once again
in her direction; on the understanding that
this time they will not be asked to feel guilty.
The other fact that has not gone unnoticed in
Africa is that since the funeral of Nelson Mandela
in 2013, there has been just one visit by a
UK prime minister to sub-Saharan Africa
and that was a cursory trip by Theresa May in
2018. In the meantime, Africas main trade
partner in goods is
the EU. That trade
deal runs an almost zero trade deficit, is well
balanced for both parties and worth 300 billion
Euros per year (source).
