Bring certain statutory regulators within the scope of the Department for Business target of cutting £10 billion of red tape during the current parliament. The regulators will be identified under secondary legislation, which is yet to be published.

Extend the Primary Authority scheme, which enables local authorities in England and Wales to enter into an agreement with trade bodies and provide advice about specific sector-based regulations that can be relied upon by small firms regardless of where they are located.

Increase the quantity and improve the quality of apprenticeships, for example, by making ‘apprentice’ a protected title and involving employers in developing apprenticeships for their industry.

Other measures include those to reform the business rates appeals system, enhance the right of shop workers to opt out of Sunday shifts, and enable private investment in the Green Investment Bank. Some parts of the Act came into force automatically. These include, for example, the Small Business Commissioner provisions, and the first Commissioner is expected to be appointed by summer 2016. Other parts will only come into force once a certain period of time has passed or on a date specified by subsequent secondary legislation.
