The recommendation is included in an OTS report on how to simplify tax for self-employed platform workers. Using the system, which would be run by HMRC or platform providers, would not affect the user’s employment status. The OTS also emphasises that HMRC has a critical role in improving tax guidance to help the genuinely self-employed understand their tax obligations.
