(ONS), only 23% of individuals who were classed
as self-employed in 2009 were no longer self-employed
in 2014, the lowest change for 20 years. While
around 1.3 million people left self employment
between 2004 and 2009, this figure dropped to
less than 900,000 between 2009 and 2014, during
which period the number of self-employed aged
over 65 also doubled from 241,000 to 428,000.
The report found that there were a total of
4.6 million self-employed in the UK in June
2014, and the number of self-employed in professional
roles such as management consultants, bookkeepers,
photographers and chartered accountants showed
the greatest increase. Over 17% of Londoners
were reportedly self-employed, compared to under
11% in the North East of England, while the
area with the highest level of self employment

Business Minister Matthew Hancock has announced
various measures that will make it easier to
start a home-based business. These include changes
to the law so that landlords can agree to a
home-based business without undermining the
residential nature of a tenancy agreement; the
introduction of a new model tenancy agreement;
and updated guidance making it clear that, in
the majority of circumstances, planning permission
is not needed to start a home-based business.
Business rates guidance for home-based firms

not quite sure what is supposed to be significantly
'new' about these proposals. I and my family
have been letting properties for over half a
century and during that time, a very small percentage
of tenants have engaged in some kind of business
activity which by mutual and common sense agreement,
has never caused any problems nor necessitated
anything other than a tweak or two to a normal
tenancy contract - if that. What happens in
practice is that successful business activity
will increasingly require bespoke premises and
any 'problems' remove themselves from the landlord's
scrutiny fairly rapidly and voluntarily. Which
is why the HBA's standard advice to anyone contemplating
setting up a business from home is to look to
conventional business accommodation first. It
is often a cheaper, faster and more practical
option, especially for someone with serious

fact. If I was inclined to attach any weight
to this press release, I would say it's time
to panic. Especially when politicians, who have
been doffing their caps at the so-called home
business/homeworking 'revolution' (or status
for over twenty years now, finally compile a
press release which suggests they have found
an opportunity to add more red tape to their
for suggestions that 'around' 70% of businesses
start up at home and that home businesses contribute
£300 billion to the economy then I'm at
a loss to fathom just how these figures have
reliably been arrived at. Having seen dozens
of such pieces of 'research' over the years,
driving earlier PR or marketing exercises. All
of which have displayed one other, common feature.
The suggestion that setting up home businesses
could generate hundreds of thousands of 'new'
jobs. They don't. As any experienced labour
market professional will confirm, home businesses
(or the self-employed, in other words) are notoriously
unproductive at creating employment - and there
are a number of valid reasons for this, ranging
from lifestyle choice to the growing trend of
hiring freelancers or sub-contractors instead.
Which is why every government to this day since
the Second World War, has refused to put its
weight - or any money - into boosting self-employment
or even training people for self-employment.

The Department for Environment, Food and Rural
Affairs (Defra) has launched a consultation
on proposed regulations to enable the Flood
Reinsurance Scheme ('Flood Re') to be introduced
in 2015. Flood Re is the approach that has been
adopted by Defra to address the availability
and affordability of flood insurance for domestic
properties located in areas where there is a
risk of flooding. It is intended to provide
support for householders over the next 25 years
while prices are adjusted to be more reflective
of risks, and risk management action is taken.
Defra is advising that members of the insurance,
property and mortgage sector should respond
to the consultation, as well as business owners
and individuals at risk of flood, and groups
representing interested parties such as tourism
organisations. The consultation closes on 16th
