I was wondering what the Government's latest terror alert was all about and now we know. The North American Terrorist Organisation (NATO) is in town. Well, out of town, actually, well away from revolting plebs and the need to disturb police on filming and tabloid snouting duties.

As for support from 'leading business' those listed are all part of the murder industry, so hardly surprising. However, the murder industry 'only' contributes '£22 billion per year (to) the UK economy' which is significantly less than the '£300 billion (contributed) in annual turnover to the UK economy' by mere home businesses (BIS Business Population Estimates and BIS Small Business Survey and official Government propaganda release of 15th August 2014 https://www.gov.uk/government/news/backing-for-home-based-business-boom. )

In addition, the Minister claims the murder industry supports, directly and indirectly, just 276,600 jobs. Yes. That's all. As opposed to the 'home business' sector, which is (allegedly) 2.9 million strong. Yet the Government's only/ever 'home business' press release two weeks ago (above) revealed a quite astonishing state of official ignorance of what is actually going on on its own doorstep. All of which makes ME wonder at least, why this Government spends so much time subsidising and knob-polishing a minority bunch of murderers and terrorists. Even if knob-polishing (and fagging) is all its members learned to do while at public school.

So contrary to the Minister's assertion, the vast majority of 'businesses from across the UK' will NOT be providing their support for this terrorist's summit.

While around 1.3 million people left self employment between 2004 and 2009, this figure dropped to less than 900,000 between 2009 and 2014, during which period the number of self-employed aged over 65 also doubled from 241,000 to 428,000. The report found that there were a total of 4.6 million self-employed in the UK in June 2014, and the number of self-employed in professional roles such as management consultants, bookkeepers, photographers and chartered accountants showed the greatest increase. Over 17% of Londoners were reportedly self-employed, compared to under 11% in the North East of England, while the area with the highest level of self employment (over 33%), was the Isle of Scilly. These include changes to the law so that landlords can agree to a home-based business without undermining the residential nature of a tenancy agreement; the introduction of a new model tenancy agreement; and updated guidance making it clear that, in the majority of circumstances, planning permission is not needed to start a home-based business. Business rates guidance for home-based firms will also be updated. (EnterpriseQuest)

I'm not quite sure what is supposed to be significantly 'new' about these proposals. I and my family have been letting properties for over half a century and during that time, a very small percentage of tenants have engaged in some kind of business activity which by mutual and common sense agreement, has never caused any problems nor necessitated anything other than a tweak or two to a normal tenancy contract - if that. What happens in practice is that successful business activity will increasingly require bespoke premises and any 'problems' remove themselves from the landlord's scrutiny fairly rapidly and voluntarily. Which is why the HBA's standard advice to anyone contemplating setting up a business from home is to look to conventional business accommodation first. It is often a cheaper, faster and more practical option, especially for someone with serious business ambitions.

Whereas the observation that planning permission is not needed to start a home business has been common knowledge since Stone Age artisans started fashioning flint arrowheads in their caves. And ditto for official business rate guidance which is already widely available (e.g. http://www.voa.gov.uk/corporate/_downloads/pdf/workingFromHome.pdf) but once again, affects only a very small number of home businesses. Depending upon how you define a home business, of course. Or more importantly, just where home business hopefuls have been getting their advice from in this day and age, given this Government's destruction of the professional business support sector.

What I find disconcerting in this official press release though, is the admission that just 2.9 million people are running a business from home. That's a substantial reduction then, on other figures of 4 or 5 million, even 8 million, previously being bandied about, by government included. So we're scarcely talking about a 'home-based business boom' are we? Quite the opposite, in fact. If I was inclined to attach any weight to this press release, I would say it's time to panic. Especially when politicians, who have been doffing their caps at the so-called home business/homeworking 'revolution' (or status quo) for over twenty years now, finally compile a press release which suggests they have found an opportunity to add more red tape to their departmental portfolios.

As for suggestions that 'around' 70% of businesses start up at home and that home businesses contribute £300 billion to the economy then I'm at a loss to fathom just how these figures have reliably been arrived at. Having seen dozens of such pieces of 'research' over the years, driving earlier PR or marketing exercises. All of which have displayed one other, common feature. The suggestion that setting up home businesses could generate hundreds of thousands of 'new' jobs. They don't. As any experienced labour market professional will confirm, home businesses (or the self-employed, in other words) are notoriously unproductive at creating employment - and there are a number of valid reasons for this, ranging from lifestyle choice to the growing trend of hiring freelancers or sub-contractors instead. Which is why every government to this day since the Second World War, has refused to put its weight - or any money - into boosting self-employment or even training people for self-employment.

There are of course, notable exceptions and I can give dozens of examples just off the top of my head. But the majority of people who are drawn into setting up a 'business' from home can often be successful enough staying there. Whether it be a local plumber - or a blogger. Which isn't really what any government is ultimately going to invest in. Although the opportunity to do a bit of public posing is always worth a punt, of course. Just like this time.
