Autumn Budget 2025
Announcements
made in the Chancellor's Autumn Budget which
affect small businesses include the following:
Income
tax and National Insurance thresholds for employees
and self-employed people will be frozen at their
current levels until April 2031.
In 2026/27, the Small Profits Threshold for
National Insurance will increase by 3.8% to
£7,105 per annum. Voluntary Class 2 and
Class 3 National Insurance rates will increase
by 3.8%.
From 2026/27, the Government will increase the
rates of income tax applicable to dividends.
From April 2026, HMRC will be given more powers
to tackle fraud within the Construction Industry
Scheme.
From 2027/28, separate tax rates for property
income will be introduced in England, Wales
and Northern Ireland.
From April 2028, a new Electric Vehicle Excise
Duty (eVED) will be introduced.
From April 2029, income tax self-assessment
taxpayers with Pay As You Earn (PAYE) income
will be required to pay more of their self-assessment
liabilities in-year via PAYE.
From April 2029, employer and employee National
Insurance contributions will be payable on pension
contributions above £2,000 per annum made
via salary sacrifice.
Funding will be provided to cover 100% of training
costs paid by small businesses when they take
on an apprentice under the age of 25.
Reacting to the Chancellor's Autumn Budget,
Shevaun Haviland, Director General of the British
Chambers of Commerce, said "While most
businesses will weather this new financial landscape,
they are still being squeezed by rising costs.
Many will be disappointed that this Budget did
not provide a more compelling blueprint to deliver
transformational growth."
Policy
Chair of the FSB, Tina McKenzie, said "Hikes
to dividend tax mean the Government continues
to make investing in your own business one of
the least tax-friendly things you can do with
your money. We need the Government to follow
this Budget through with serious, pro-growth
measures that restore the confidence small businesses
need to grow, invest and hire."
